Open letter to  The Department of Social and Health Services 20475 72nd Avenue S Suite 400 Kent, WA 98032 Dear Sir/Madam As a former Healthcare employee and worked for 10 years and during the course of early 2019 between April and May.  I worked at Kelsey Creek for one (1) nonth. I am writing concerning a complaint that I filed concerning Kelsey Creek Adult Family Home and certain issues which are of grave concern putting the lives of citizens at risk.  According to the Department of Health caregivers are mandatory reporters and should report any incidences of abuse or any situation which endangers the lives of those adults who are considered vulnerable be it past or present abuse. The group and police department where people need to request copies of police reports or any dealings involving the police. I have actually filed a complaint and the Office of Professional Standards Inspector refuses to investigate the case or complaint. The individuals who are in the complaint are the ones claiming that they are investigating the case and they do not. I filed a complaint and within ONE day of mailing it I called BRANDON GILL and his response was you will be receiving a letter in the mail the investigation is already closed EVEN BEFORE RECEIVING MY COMPLAINT. The Everett Herald story concerning the police officer who was stalking his ex-girlfriend and her boyfriend is a clear indication of what goes on in Everett, Washington and unless caught in the act there will continue to be no answers for victims of crimes.  Officer Jared Corson's story published on June 12, 2020 I can relate. This story is no exception.  In December 2017 I met an individual at an Adult Family Home where I worked whose story revolved around a King County Sheriff Deputy Josh (Who told told her he is a felon, and he does not know how he became a Sheriff Deputy).  The 28 year old related to me that she met "JOSH"in the GENX chatroom and he was working on cases relating to domestic violence as well as drugs.  With this information, I witnessed this guy call this young lady everyday at 4AM not missing one day the 5 days I trained her.  It is said that "Health Care Fraud has cost the US government 100 billion dollars annually." Over the past three (3) years I have come to realise that there is a sector in the Health Sector which has gone unchecked.  One would think that Mental Health due to the nature of the practice should have more checks and balances, obviously it does not.   Mental Health has been left unchecked for years.  An area which had be left unchecked has succumbed to what one should consider to be SYSTEMATIC FRAUD.  A chronic type of fraud that seems to have been accepted and peddled by colleagues - helping each other commit fraud.   Fraud is the small section one can call "Fraud by association.  Imagine a Health Care Administrator with strong ties to the community using this influence or what one can call establishing a system where family and friends are engaging in creating a pool of patients, yes I said creating.  The police is there to protect and serve. Unfortunately this is not the case in Everett, WA.  The police and sheriff have engaged and oathkeepers approach to harrass people even when they do not have any issues with them.  As a black woman the police and sheriff in Everett have taken on the role of harrassing me and causing me great emotional distress.  These individuals are a corrupt bunch of rogues. The method of harassment is not limited in scope the only ones on the harassment list are the SWINGERS, the friends and family members of those involved.  These individuals ALL are engaged in having illicit affairs with other women's husbands and other men's wives/girlfriends.  This was evident when a call came to my phone by a woman who claims that I have her husband's work phone number.  There seems to be the condoning of abuse in the mental health system and colleagues of the ones doing the abusing are shielding them. I have encountered a Mental Health professional in the name of Jacob Taylor with the Snohomish County Sheriff department and Health Care Administrator and Social Worker Johnson.  These individuals for some reason are involved with the oathkeepers and involved in mental health fraud. Mental Health Fraud is part of the United States systems for years.  The mental health system and professionals are involved in using methods of creating mental health issues in people. I have said that mental health is not contagious neither is homelessness.  One cannot encounter a mental health professional and nurses even in public health and members in the adult family home setting in Everett WA and end up on their list for no reason.
